Barnacles Feed Through Cirri.

As living organism, barnacles need to eat. They feed through cirri, feather-like appendages that rapidly extend and retract through an opening at the top of each barnacle. As cirri move, they comb the water for microscopic organisms to feed on. Notably, they only do so when covered by water — when the tide goes out, the barnacles close up to conserve moisture.
